Administrator of home for teenage girls arrested on felony rape, abuse charges

CEDAR CITY – A 42-year-old Cedar City man was arrested Friday on multiple felony rape and sexual abuse of a child charges, and other charges. In the course of police investigation a second arrest was made of a 28-year-old man on counts of assault.

Both men and the alleged acts underlying the arrest charges are associated in some manner with their positions with Integrity House, a residential treatment facility for teenage girls in Cedar City.

Daniel Sandberg Taylor was arrested and booked on three counts of first-degree felony rape, three counts of first-degree felony sexual abuse of a child, one charge each of child abuse and assault – charges enhanced due to the trust relationship Taylor held with the alleged victims.  He was booked into the Iron County Jail by Cedar City Police Department Friday at 9:08 p.m.

Jamie Frost was arrested on two assault counts during the course of the police investigation. Booking information is not available as this report is published.

According to its press release Saturday afternoon, the Police Department received information on May 21 about possible sexual offenses being perpetrated on the female residents of a troubled youth home in Cedar City, Utah, where Daniel Taylor was described as an executive director of the home and listed as the suspect.

“Through the course of the investigation,” the Police Department said, “it was determined that there may have been multiple female minor victims currently in the home.”

The investigation also led officers to a supervisor at the facility, Jamie Frost. Police said that information and evidence gathered resulted in Frost being charged with two counts of assault – one against a female resident of the program and the other against a female staff member.

Although circumstances surrounding the allegations that gave rise to the arrests have not been disclosed in detail, police detectives have been interviewing people at Integrity House since yesterday.

Integrity House response

“We’re all kind of in shock, we know about the allegations and the arrest,” Admissions Director Dawn Bauer said at 1:15 p.m. on Saturday regarding Daniel Taylor’s arrest. “Detectives are still on site, they’re gathering information.”

Bauer could not speak to the reliability or facts pertaining to the arrest charges and said she did not know who made the accusations or the extent to which they involve Integrity House. But the facility is cooperating fully with the police investigation, she said.

“We are dealing with adolescents who are struggling with emotional and behavioral issues. In light of the accusations made and charges filed, the staff that is at Integrity is doing everything to bring a semblance of security and peace,” Bauer said; “and our number one purpose is to serve the daughters and their families.”

Bauer said Dan Taylor has not currently been working one-on-one with the girls in the program.

“We don’t ever have male staff work one-on-one with our girls,” she said, “there’s always a female assist in every situation.”

About Integrity House

Integrity House is a residential treatment facility for young ladies 12-18 years old who have behavioral and emotional disorders, Bauer said. It offers-full time residential services and activities that include individual, group, family therapy, and equine assisted therapy as well as academics, suited to the girls’ struggles and situations. It is a private treatment facility, licensed and accredited through the state of Utah with a maximum capacity of 29 residents. Currently, Bauer said that there are 27 girls enrolled.

About the accused

Bauer said that Daniel Taylor was formerly a director at Integrity House, but has, for at least the past year, served in the administration department of the facility, in an administration building – not working with the parents and children.

Daniel Taylor is not currently a director of Integrity House according to Utah’s Division of Corporations filings. He is shown as the corporation’s vice president and his Faron Taylor as its president. Bauer said that Faron Taylor is Daniel Taylor’s brother. There are no directors for the corporation currently, according to the current filing with the state, pursuant to a statute having to do with shareholder’s agreements. Filings pertaining to predecessor entities dating back to at least 2002 reflect Daniel Taylor’s affiliation with Integrity House.

Daniel Taylor has also been the director of the Academy of Eastern Arizona in Holbrook, a program for troubled adolescents.

Bauer said the brothers had a separate program in Arizona that they closed down when they moved to Utah.

Frost is listed on Integrity House’s website under its residential supervisors as a student-family advocate, who is studying Psychology and Sociology at Southern Utah University and having been active as a Boy Scouts Adult Leader.

Persons arrested or charged are presumed innocent until found guilty in a court of law or as otherwise decided by a trier-of-fact.

    This whole program was a fraud and an excuse to break down teenagers. I was left alone with male staff on several occasions. To say that this program actually helped me is a flat out lie. The reason I am successful now, is because of ME and MY choice to change. This program did nothing but lower my self esteem and make me feel terrible about myself.

    The fact is that Integrity House has helped several hundred girls over 20 years and is currently helping my daughter turn her life around and the help others save their lives and become contribiuting members of society. They also have an outstanding school. Many of the girls there have behavoir problems with lying and mulnipulation and some bad apples just want a reason to a quit the program and blame others. It’s sad these allegations have hurt the lives of the 28 girls and staff who deeply care about them.

      I feel like this is just Zelpha trying to talk up the program. I got news for you though, IT’S OVER! You’ve lost. This program had fewer successes that most places because everybody relapsed. They may have graduated, but the relapsed – THAT’S NOT SUCCESS. It’s all the under dogs who “quit the program” that seem to be doing fine. You’re the failure, whoever you are, for actually thinking that this place is capable of anything more than making troubled girls HATE themselves. Regardless if this is Zelpha Taylor or any staff who drank the kool aid, you have to be an incredibly ignorant to blame the girls, the victims, and say that they’re lying. The same way no woman, no matter what they’re wearing or not wearing, ever asks to be raped, non of these innocent residents ever asked to take the hand who was supposed to be helping them only to be abused by that same hand.
      Lastly, police don’t arrest people based on a hunch or an unreliable source. Daniel is a very manipulative man but he is not going to weasel his way out of this like he did into concerned parents’ wallets and teenage girls’ panties.

    I agree that there is many times a male staff is alone with the girls especially Daniel everyone knows that Daniel was allowed to break any and all rules as the boss. Most of the night staff (including supervisors) slept for 98% of their shift at any given time any of the night staff could have done what ever they want to those girls.

    An “outstanding school?” Yeah, right! Just watch what happens when your daughter transitions back to a real school and you find out that those “credits” she earned at IH represent zero learning. They simply sat in the garage “classroom” with no instruction and got grades and credits without learning anything. Rather than being “sad these allegations have hurt the lives of the 28 girls and staff who deeply care about them,” my daughter and I celebrate that the abuse is over and no more parents will waste their money on this sham program.

    I am deeply concerned about these allegations as my daughter was in Integrity House within the last year. In fact I wiped out my retirement fund to place her there. The upfront talk by the staff, including Daniel lead me to believe she was in good professional hands. I believe there are some there that had the girls best interest in mind. Hind sight is 20/20. I saw what I felt was harsh and unfair treatment. What the staff said and particularly what Daniel said was absolute no matter what the circumstances. I visited my daughter regularly and called weekly. Never was my daughter left unattended to talk to me freely. The few moments she did get to whisper to me, she begged me to get her out of there as I didn’t know what it was like there. And yes I figured my daughter was just “maniuplating” me and not wanting to do the drill there, and that may have been the truth. Now, I have talked with my daughter and she assures me that she was in no way victimized in the way that Daniel and Jamie are being accused, and I will hold off judgement until the investigation finds the truth. However, I can’t help being worried and concerned and regretful oh and did I mention angry! I do what I do trying to give my daughter the best chance for a happy and productive life, at this point I can only pray that it has been more helpful than harmful.

      Thank you for your very thoughtful comment. You have summed up perfectly both my experience and feelings about the situation. The red flag for me should have been when any comment less than 100% positive was punished as “manipulative.”

    to the liars on here. so a person can go into a room of 10 girls and rape one and no one hears everyone that knows Daniel knows he is for the most part blind and has a driver take him everywhere he goes. past staff if this is true were were you sleeping ?anon who are some of the staff i will bet you cannot name one because you weren’t there

      The charges make it look like he walked into a room with three girls and raped them all.

      I doubt he was arrested solely on the word of a few girls. That might be enough for probable cause but it would not remove all reasonable doubts like the DA needs to do.There must be some physical evidence as well.

    i was a resident at the AZ location for almost a year. they didnt close it because they “moved”, they closed it because the teacher was a convicted felon, the place was health hazardous, and was not accredited. we would have bugs crawling up our drain pipes, girls would pass out from pulling weeds in 105 degree heat with no (cold) water and would not get taken to the hospital. they would use excessive force on girls as well as not following rules of their own. this whole place is a scam and obviously they couldnt keep one open because they werent running it correctly. if you werent a resident under their rules you have no room to speak about what really happens there. my condolences goes out to all the girls in the cedar city facility. hopefully parents will now realize that they should NOT bring their kids here, make sure you take them to a place that is actually accredited so when they transfer it wasnt a complete waste. some girls never even got their diploma when they supposedly “graduated” while in this program. WHAT A SCAM!

    This whole thing could be avoided, if parents would just be parents! You were blessed with a child to raise, so get off your uncaring, lazy butts and raise that child yourself! Don’t expect someone else to do it, and then whine about how it is being done. A child needs “parents,” not some faceless institution.

      Ha! I just about fell off my chair reading that statement “if parents would just be parents” You just solved all the worlds problems right there. Hurry, write a book and make money before someone else does!! Many awesome people (parents) have done all they could do to raise their kids with the hope they would do just as they had planned for. But, SURPRISE, some children (many , in fact) have chosen to behave how ever they please regardless of the parents efforts. This is at no fault to the loving parents who spent many years doing the right thing as they raised their children. Now just to refresh some memories, our heavenly parents had hoped that we would be perfect too and behave just as they planned. However, they knew that many would “choose” to behave different than they were taught and made plans for that behavior too. So, like I said earlier, hurry and write a book, go on Oprah or make Youtube videos and solve all the problems of the unruly child in the home while there is still time. Ha, still too funny, but thanks, your statement made my day.

        Alvin, I think Mr. Flaherty is pretty much right on the money with his post. While a lot of what you say, is also right, there are just too many parents in this country, who are not able, or willing to take the time to raise their kids. Yes, I know of large families where all but one or two of their kids are bright, upstanding citizens, but the other one or two, are flat out dirt bags. Sometimes, that is just the way it is.
        But too often, parents want to do everything except raise their own children. They are willing to pay anyone else to do that job for them.

    My name is John Abrahamson, many of you know me from when I worked at KONY as John Carter. Don’t believe a single comment made by annonymous people. I worked for Daniel & Zepha for 2 years in Arizona and Utah and witnessed many school, recreation, and other activities. I was also privy to a lot of confidential information. Considering the caliber of the girls in these programs, some of the former disgruntled employees, and a fringe, lunatic, therapist, I am suprised they didn’t arrest more people under trumped up charges! Many of those girls would say and do anything to get out! Sadly, many foolish people have fallen for their lies.       i would believe a former resident over a “friend” of daniels anyday. obviously you are trying to sugar coat things. but were you there EVERY SINGLE DAY 24/7 living in these conditions? were you under the same treatment as us girls were? did they use excessive force and lie to your parents saying you did bad things just for them to keep you there when you really didnt? yeah i didnt think so “sir”. they lied to my parents on MULTIPLE occasions, just to keep theyre money flowing in.

    For the record, I am a past resident, and I am only anonymous because I am actually scared of what Daniel could do to me if my name was ever brought up… I’ve been out of his program for 9 months but his power still terrifies me… I have nightmares of him convincing my mom to put me back in his hellish program.
    My anonymity is not for fraudulent purposes, but for fear that he can come and take more money from me and my family if he somehow turned around and sued…

    Rape is such terrible crime and no one from integrity house has came out to defend him as innocent. In fact they even removed his name from their web site. That looks to me even Farron knows he is guilty. If they believe he didn’t do any crimes they need to come out and say it or it seem they as just as guilty because they let this happen.

    I think that anybody who does a little bit of research on programs of this sort in our area (past and present), their sister schools, affiliations, parent companies, etc, etc, will find that there are some good programs with meaningful credentials here, and some that are run just like the scenario of the accused above. Whether the guy is guilty or not will probably come out over time, but it would not be an anomaly or a surprise in the for-profit troubled teen business. Information is available all over the web; you don’t need to listen to anybody here, just see for yourself, woot!

    Screw that place, straight up! i was restrained on several occasions had my hair pulled arms bruised etc. and if the girl was lying why was he charged with soo many felonies? i believe it! Daniel used to walk around wit his hairy … showing. it took me two yrs to get out but i faked it til i made it. im worse nw then i was bt tht hellhole sure made me stronger.

    My first night I was told we were to check on the girls every 15 min. I couldn’t go upstairs alone because my back ground check hadnt come back yet, my supervisor and co-worker slept most the shift so I couldn’t even check on the girls upstairs. I told Daniel and zelpha which staff were sleeping and I ended up in the second building where again my coworker was sleeping. One of the staff never ever made it last an hour before she fell asleep. I did fall asleep one time I was on a new medication that made me extremely tired I never took it before work again. And yes I wrote a incident report on myself. I was the one who ended up being “watched” by other staff and losing my job. Some of the staff were Sierra, misty (the supervisor) Clint (only supervisor that did his job) need me to keep going jake? I was there and yes most the night staff slept. I tried to tell Daniel and Zelpha yet I ended up being the one who lost my job.

    I don’t blame the girls for staying anonymous I watched Daniel and zelpha take advantage and control the life of a past resident who graduated then worked there. She lived In a place they owned and they made her come in and work whenever someone couldn’t come In for their shift. She didn’t get paid for over time and many times she would have to work all day and all night. Even after she left that program they still had control over her. She had to come to my home to shower because her water got shut off… the woman worked way more hours than I did and couldn’t keep her water on because they didn’t pay her for most her hours only what she was scheduled for anything they made her work was unpaid.

    It’s just really hard for me to believe because they are bringing up the same charges on Hyrum and the people that know him know its crap he didn’t need to do anything like that and it’s not evenin his nature it just seems like to me they just want to shut the place down and it doesn’t matter who gets hurt

    All I now is I think it SPEAKS VOLUMES that there are more people for his arrest and aren’t surprised in the least he’s finally been caught, then those that say he’s innocent and there’s no way he could have done it. I for one, am someone who has been waiting for Daniel Taylor’s fall from grace for a very long time…. He nor his family are good people. Working there felt like I had sold my soul to the devil.

    As a previous employee I can full-heartedly AGREE with Hillary, working there started out for me I won’t lie – a job to get the bills payed until I could find a better opportunity – that does not in any way however mean that I didn’t give a damn, every job no matter the wage I dedicate myself to and pride myself on my very strict work ethics. 90% or so of the night staff slep on shift, talk about keeping the girls secure! Hardly ANYONE seemed to give two shits about the girls and it made me downright sick! Those of us who did care had to pull the extra weight of those who didn’t. During the course of my employmentI I heard many questionable things about Daniel Taylor, his brothers as well, and their history. I never felt comfortable in the presence of …….* Taylor, …..* Taylor, or ……* Taylor. We’d always been told to disregard such rumors because the girls there lie, all the time, and don’t know how to tell the truth. We were told that Daniel could do whatever he wanted to do because he was the director, and no one dared question it because he was for lack of a better word an egocentric pig who thought he could do no wrong! No matter what he said you’d do it, no matter what he’d say you’d believe it, because he often would threaten employes with extremely colorful words and find joy in it. The man is a sociopath who needs to be locked up!
    Look at their high turnover rate, obviously there was a reason people quit, much like myself. The place is not very well maintained and downright nasty, infested with pests, and molding when carpets that had sewage flooded upon that we’re not cleans OR replaced! If what he’s been convicted with isn’t enough, the girls who live there have to deal with the degenerative state those houses are in, that in itself is abuse.

      Ken, depending on your involvement with Integrity House, you may not know that everyone – staff, students and parents – were required to sign onerous confidentiality agreements. Though any court would rule that criminal behavior would be specifically excepted from the agreement, any disclosed information that borders on “proprietary property” of Integrity House could subject the writer to civil damages. BTW – when my daughter was subjected to a certain category of punishment, I asked for a copy of the categories. I was told that it was confidential and could not be released. If a student or staff member wrote anything here about IH’s discipline, technically it would fall under the confidentially agreement and expose the writer to litigation. That’s why most are posting anonymously.

    I worked at integrity house for a few months while I was in school and was disguisted every time i went to work. Half the time the sewage didn’t work or the drains were clogges lights didnt work ect. I was planning on turning the facility into dcfs until I found this out. When i heard that daniel had done thus to these girls I was discusted. I wanted to personally contact the girls there and tell them that I was workingon helping them. But at the same time I felt like I shouldve let thw girla know I would do anything for them becuase I felt bad they had to live in those conditions. Integrity house is far from showing integrity and support for those girls and I’m sorry for all of you that had to deal with the managment.

    I am sickened at the thought that so many current and/or past staff at Integrity House knew so much about what was NOT OK and said nothing, allowing many girls to be in conditions that were unsanitary, subjecting the girls to mental abuse, anger, fear ect. My daughter was one of those girls, she was never allowed to have a private conversation with me, they stated they just wanted to keep her from manipulating me. The only “real” information I ever got about my daughter and how she was doing was from Daniel and other staff. Obviously I now have to wonder just how much of what I was told was true. I have no doubt that there was staff there that did care about the girls but to the staff that knew and didn’t report, you were/are mandated reporters working at facility like Integrity House, as far as I am concerned there should be a whole bunch more charges being made. I am so angry, I placed my daughter there in an attempt to save her life, the life she had tried to take on more than one ocassion and almost succeeded, there were those that could have prevented me from choosing Integrity House by speaking up. I hope you all understand what you have done, you have all your fingers pointing out, you might look at yourself first, you had a responsibility and you did nothing.
